90 Sanurai EFI EGR Delete

Looking for some help with an issue on my 90 fuel injection Sammie. Engine idle running really rough and is undrivable. I've checked for vacuum leaks with a smoke machine but nothing there. Swapped out the EGR and VSV valves and still no go, Anyone have any ideas what I'm missing? If not, does anyone know how to do an EGR delete? I've already got the plate to block off the EGR port, removed the valve and modulator, but would like some help on what else I need to disconnect as I'm not a skilled mechanic. I know I need to plug the port at the manifold, but not sure exactly where.

Why is your focus on the EGR?  What is it that makes you think the EGR is the cause of the rough idle?  Does the vehicle have to pass a "smog check"?

It may or may not be the cause, but I want to do it anyway. I'm in NJ and there's no inspection required on cars over 25yrs old.

My '93 had a rough idle when I bought it about a month ago.
Compression test found the problem why #1 cylinder had 25lbs.
