It's rings or valve guide seals, and the compression is good.
That doesn't mean that the middle scraper ring is good, just
the top compression ring, you might replace the valve guide
seals on the intake side, and check the oil level as well as the
PCV for blow by, it might be getting oil blown into the intake
or just sucking it in.

I rebuild my engine with flat top pistons and with cam, weber carb! no leaks & it smokes anyone has a suggestion why this happen?

How many miles ago? did you hone the cylinders or have it bored out? did you line up the ring gaps?
did you check the ring gaps? did you do the head too?(rebuild) how many miles on the engine before
the rebuild?

if you are going to do a swap then go ahead and swap in a 1.6l 16 valve they have so much more power than those little 1.3 my dad just added a intake air temp. sensor chip that basicly bipasses the iat sensor and tells the comp. that its a perfect temp outside and maeks it run under full power. my dad got his for less than 20.00 on ebay.

all the same only problem I have is I don't know where to connect the PVC line to? I got a Weber with k&n got a small air filter for my valve cover I have not time it yet no timing lite? also runs a little rich it got headers took off the catalytic converter.

I can't tell you why it smokes, but you did something
wrong, or it wouldn't smoke.

You could try the nicotine patch, I hear that helps stop smoking
