I'm a little confused here (or maybe you're a little confused here).

The throttle doesn't need cooling - it's not unusual with TBI to warm the throttle body to assist in atomisation and on MPI it's frequently used to control the fast idle period on a cold start.

There's either an air lock or a blocked passage somewhere - disconnect one of the lines to the throttle body and see if you get water flowing.

Did you check the thermostat?

Check and make sure the water pump and the thermostat are both installed correctly.  If the thermostat was put in backwards, it wouldn't let water flow. Just an idea.

If you recently installed a new head gasket, it's possible you've mounted the gasket incorrectly and are blocking a hole in the water jacket.
