help low fuel

hey guys need some help
i have a 1990 sidekick 1600 8v carby when i am driving especially  pulling hills the van starts to bog after a while like its low on fuel i changed fuel filter fuel lines fuel pump and tank still i cant get rid of this problem. what i did find is that there is a plastic set up by the mouth of the gas tank that carries a ball in the middle. mine is shackled out its no good could this bemy problem what purpose does this serve help please

are you sure it's a carberater? i ask this because throttle body injection can look like a carb, and they didnt make any carberated sidekicks in 1990.
if it is a carberator, sounds like you need to rebuild it. if it's fuel injection (and im thinking this is the case), i would start with checking fuel pressure.

thanks guy i rebuilt it and its working now it is a carburetor i am in Barbados in the Caribbean it was an import from Japan but the entry line to the crabby was blocked with some black stuff now to get more power ? it seems dead
