Fuel Filler

Hey guys I have a fueling issue that I'd like some feedback on.
Here's what happens: When I go to the gas station to fill up my 92 Tracker I can only fill the tank really slowly or the gas will back up very quickly and spill back out the filler hole, even on a near empty tank. The truck has had this issue since I bought it several months ago. When I dropped the tank to do some rust repair I checked the two filler hoses for blockage and nothing about the tank set off any red flags. All of the other hoses on the top of the tank seem to be in serviceable condition as well. My best guess is whatever valving exists in the filler has failed and is not allowing the air to escape as the fuel is pumped in. I just wanted some feedback before I go to the local junkyard for a replacement fuel filler. It's just annoying right now but I know I don't want to be outside filling my tank any longer than necessary once old man winter shows his ugly face. Burrrr.

There is a plastic floating check ball in the opening of the fuel tank, I thought
it was to prevent the tank from being over filled, so I pulled it out, but it made
no difference in the fill volume, then I find out it's there to block the fuel from
gushing out in event of a rollover accident, either way, I bet it's just stuck in the
blocking position and causing your slow fill problem
