Is the fuel pump on a 93 on top of the tank?

It is actually inside the tank.  But you remove it through the top of the tank.

any way to test it without dropping the tank? I havn't had time to get a shop manual yet.

Generally, if it runs, it is good.  You can listen at the gas tank filler, while someone turns the key on, and see if you can hear the pump run for about 3 seconds, after the key is turned on.
If you can't hear it run, the pump may be bad, or the wiring may just be bad.  There is a fuel pump relay by the ECM.  You can put 12V to the pink wire at the fuel pump relay plug and see if the pump runs.
If you are dealing with a trackick, you can pull the left tail light and there is another plug there.  Disconnect the plug  and put 12V on the pink wire there, to see if the fuel pump will run.  There is also one more connection between the plug behind the tail light and the tank.  The pigtail coming from the fuel tank is about 1 foot long.  It is just a 2 wire white connector....red and black wires....red gets 12V, black gets ground.
If you are dealing with a samurai, the only connection between the fuel pump relay and the tank is the pigtail coming from the tank.  The configuration and testing is the same as for a trackick.
 

Thanks for the info. I'll test it tonight. Do they go out often, or is the wiring the issue most of the time? This only has 90K on it but it sat for 2 years not run at all.

The wiring plug behind the tail light seems to be bad about having corroded wires.
The problem with them sitting is the gas will gum up the inside of the pump and usually ruin it.  Although, I have pulled the pumps out, soaked them in heated Simple Green, and got them working again....sometimes it works, sometimes it doesn't.
When used regularly, the pumps are pretty reliable and usually last the life of the vehicle.
