Did you touch the new bulbs with your fingers or get any type of oil on them? They are halogen lights and any contamination (natural oil from your hands, any other type of oil, antifreeze, etc) on the glass part of the bulbs will make them run too hot and will make them burn out.
Sounds like you have a clicky starter problem. Generally, trackicks don't suffer from the clicky starter issue, like the samurais do. I would check/replace the battery cables. I would check all the grounds. I would check the connections on the starter and battery, to make sure they are clean and tight. Any corrosion can cause the starter to just click, instead of engage and start the engine. It also could be a bad starter, but those aren't too common, in my experience.
The headlight issue could also be caused from some bad wiring. If nothing else, check the voltage that is running to the lights (with the engine running). If too much voltage is being sent to the lights, then that can overheat them and burn them out. I would say no more than 14 volts (that should be about what the alternator is putting out, when it is charging).
