samurai wipers loading battery/not working

87 model.
multi function wipers.
on any speed, and aslo if you pull on the switch to use the washer pump, it will put a load on the electrical system.
i have an accurate voltage gauge in the truck and it will pull it down to 10 volts while the system is on.
turn off the switch, and its back to normal voltage.
i can hear a click under the dash or in the column when i use the windshield washer, but nothing comming from the wiper motor.

im new to zuks and wasnt sure if this is a common issue.
ive searched, but cant find much.
see a lot of talk about the whole wiper switch/turn signal switch system. hope i dont have to replace it.
havent had time to search the issue further. i wanted to get some opinions before i tore the dash or the steering column apart.

my wipers were rusted on, you should take the windshield off and take the wiper arms off and lube the whole system w a god teflon or graphite lube.

If you unplug the motor do you still see the voltage draw?  You might just have a bad motor.
