Might be you need to adjust the timing a bit.  I would do a tune-up first, new plugs, cap and rotor and see how it handles.

Sounds like to me the timing might be off and/or the timing belt or distributor is off a tooth.
Cap, rotor, plugs, plug wires is always a good thing on a new vehicle that you don't know the maintenance history on.
Maybe the brakes are dragging?

I have seen a wallowed out crank keyway cause a low end power loss, worth a check.

Well I have done a complete tune up,plugs wires, cap, rotor, air filter, and had it pluged in at autozone. Gave me a 0400 code,so I replaced the egr valve, still have the same problem. Seems to me that it is starving for fuel or air. Stumped!!!

Probably an EGR passage problem, not an EGR valve problem.  Isn't the 0400 code a EGR flow code?  The EGR passages in the head and intake need cleaned out.  Remove the EGR valve, use a stiff wire (or broken speedo cable, or the like) and lots of brake cleaner and compressed air and get the passages opened up.  Don't forget to remove the external metal tube on the passengers side of the engine and clean it too.

Although, EGR passage restrictions generally don't cause lack of power at low speeds, in my experience.

I don't see where you have verified that the timing is not off a tooth, or checked the crank keyway, or the timing.  You asked for suggestions on what to check, we told you, you done about half of them.  What is the deal?

Another thing that probably needs replaced is the fuel filter, if it hasn't been done recently.  A restricted filter could cause running issues too.

I had the P0400 pop up and it was the port in the mani that usually gets plugged with oil and carbon deposits. It can be seen directly behind the TB when viewing through the open TB butterfly. http://www.kick-fix.com/EGR.html#Stall
