Thanks, mhunterff49. I'm starting to think it's what you discovered...
Drone:
I took a look at the '96 Tracker FSM and get the feeling that either it is the window lock switch or something upstream of it on the door side of the breaker - which I found mounted on the side of the main fuse panel! My breaker showed zero ohms when I measured across it and 12VDC on the hot side of the socket.
The window lock switch is on the 12 volt side of all the window switches.
This does not explain why the door lock switch does not work either... I think that I'll find that circuit is also on the 12VDC side of the window lock switch.
Curious Update:
Tonight, the POS Sport decided that it would not start at Walgreens! Interestingly, it had the symptoms of a dead battery (slow brief cranking) but when I installed the fresh battery from my Samurai, the damned thing cranked slowly and briefly with that battery!
Then I stuck the Sport battery in the Samurai and it started up perfectly!
I'm thinking that the engine ground is going bad - which might also have something to do with the power windows not working...
With a little neighborly help, I managed to push-start it. It started right up, BTW... Go figure.
I'll launch into it tomorrow after work...
On the upside, I get to scare the crap out of my fellow morning commuter drivers with my "tippy" Samurai
