Hole in Fuel Filler Hose

Okay, since I'm new to the world of Trackers, I have to ask a rediculous quesiton.  I was filling my 90 Track up the other day and noticed that gas was leaking from the filler hose.  Now, usually you would just replace the hose but when I went find the crack in the hose, I noticed it was coming from a perfectly round little hole in the filler hose.  It was covered by a clamp that also went around the vent hose.  The hole looks like it is intentially there and the hose came from the manufacture that way.  Does that seem right?  It sounds rediculous that the filler hose would have an intential hose in it but I don't think I could drill a hole in a rubber hose that perfect.  Thanks for the reply.
