Can someone advise where to obtain instructions?  Do I have to remove steering wheel to remove the light cluster?

On what type vehicle?
On my 87 Sammy, the 4-way flasher button is in the way, but can be manhandled
to get it out, and pulling the steering wheel with a puller is fairly easy

It's a 1991 Zuki.  One instruction I read said remove 4 (surrounding) screws.  I could only find 2.
Thanks

Just did the LED and white gauge face mod to my 88.5 TT cluster. The other two screws are on top of the dash. You will need a stubby Phillip's screwdriver to remove them. It's a snug fit pulling the cluster out. I dropped the column and pulled the steering wheel. It made it much easier ;D If you replace the lamps with LED's (highly recommended) I would not replace the Hi-beam indicator lamp. The LED is so bright when you are driving with your hi-beams on, the blue light will really glare in your eyes. I live out in the country and do a lot of driving with Hi-beams so it is a real pain in the butt having that blue light shining in your eyes. I have to replace my heater core, it just started leaking, so I will reinstall the standard lamp in the Hi-beam indicator. Just a heads up for you.

Good luck with your cluster.
