As mentioned you can not use an in tank pump with the Webel. Way to much pressure. Without sounding like I am insulting you I won't even ask why go from EFI to a carb that won't work on angles. On your model you do need an ECU to read the halo effect to fire the TBI. With the TBI removed and not having a spark indicates you may not have 12 v at the coil and distributor.
Have you checked the ignition fuse? Located on the lower bank of fuses. factory is 15 amp red fuse. Bad fuse= no voltage going to coil or distributor. A simple check with key on should get you a 12v reading on the black/white wire going to coil pack and distributor (same wire). I have seen some weird issues were the fuse is good but with the fuse block removed so I could read voltage on the back busses, no voltage coming out on the black/white wire. Bent the tabs on the fuse to dig into the buss and then got voltage. Hope it is something simple for you to fix.
