high idle-higher than 2000 and wont go down

i know this topic has probly been covered before, but i couldnt find it. i just got an 88 samurai and it runs but idles higher than hell and doesnt come down, at all. and when u hit the gas it gets even higher and stays there. the cable seems to be working right and not getting stuck. my thought was maybe some of the emissions garbage or somthing intenally wrong with the carb? im debating on cleaning up that engine compartment and slapping on a brand new weber. it will more than likely be an off highway vehicle. from what im hearing the stock carb is a headache in general. i know id be happier with fewer wires and vavuum hoses in my engine compartment  ;D and also none of the gauges in the dash work. so maybe i have some kind of electrical issue? its also using an electric fuel pump that is not stock, but it seems to be working just fine. im an amateur mechanic and dont mind doing the work, just lookin for a place to start. and right now that webers sounding pretty good.

I just had a high idle thing with my 87. It's stone stock and nearly always idled at 1300 rpm. I wanted to set the timing and needed an idle of 850 rpm. I pulled the high idle vacuum supply line and it dropped to 850 rpm. Hooked it back up and up it went. I know it should do this with certain electrical loads but I didn't have anything on. Now I need to find out what device is calling for high idle or is the vacuum valve stuck open. Anyhow for now it idles at 850 rpm. PK

Kelly since you stated that this is going to be an off roader kill the Orginal carb and go with a CV type carb or the Weber if you want (note there high angle stall issues with Webers). I have a preference for 1300 Corolla carbs though due to similar performance as the original with out too much fiddling.

Watmeermachine it sounds like you have either a failed vacuum switching valve or a short among the devices that trigger its function. So you have a hunt on your hands.
