He's right, there are two of them, and they tie the top of the grill opening to the bottom. I had to remove mine to lose the dead AC system, but all 4 top bolts sheared off. I opted to not reinstall them. It seems to me they are there to give strength to the bottom of the grill opening, since the top seems very rigid without them. They may just be there to offer some backup to the center of the plastic grill. I kept mine, and may reinstall them some day if I can fugure out a way to remove the sheared-off mounting bolts. It's impossible to get to the back side of them, and I think I would have to remove the radiator to drill them out.
