So you are saying the ecm gets its speed signal from the speedometer in the dash instead of a speed sensor directly at the t-case I found most of the wiring on acks that looks to be a useful site and what does it use the speed signal for locking up the converter? Just wondering the 98 is only has one o2 sensor in it but somebody stole the cat off it before I got it I never thought to look for wires is there suposed to be two o2s on it

I do not have a 98, or a FSM for one, but the 95 still has the speed sensor to ECM coming from cable driven speedo.  I know the 2003 uses electronic sending unit at transmission, and thought the model switch in 2000 was probably when they changed.  I have wedged an electronic speedo into my 93, so you can do creative things to make it work.
You would have to check the FSM, or find a 98 same model to compare.  Or a member may chime in.
93 Tracker,XL7 springs & 1" raised spring pads in front with YJ springs in back, home built bumpers rear & front (w/winch), 2" x 4" rock tubes,  ARB front & rear, converted Sami rear to IFS, 33x12.5x15  aluminum rims, roll cage, 2.7L w/5 speed auto.
