Probably an airport or turnpike plow truck.  These guys have made some pretty cool stuff.  Check it out.  http://oldcarandtruckpictures.com/Oshkosh/

Kinda puts our little sammies in perspective.

This Unit looks like they stripped the "Snow Blower" unit off.

They were made by a company with the trade name "Sno-Go"
A separate  Power Unit was mounted on the Rear to power a
Enormous 10-12 ft wide snow blower on the front.

They are used here in Wisconsin as "Drift Busters" to re-open the highways.

Where do you live in WI?  I grew up in Milwaukee, but our family had a weekend farm in Sheboygan Co., and I spent many summers at Camp Manito-Wish in Boulder Jct.  My folks still live in MKE.  I have a brother in Burlington, and a cousin in Juneau.  We get back there every so often, and I still miss it.

BTW, the big 4X4 is an Oshkosh.  You can take the cheesehead out of WI, but you can't take the cheese out of his head.
