According to the diagnostic procedure in the service manual, my throttle valve is stuck, making the transmission rev all the way to 4000+ rpm to shift at low throttle opening.  Problem is, there is no clue as how to unstick the valve.  Anybody out there have any good ideas?

I might be able to dig something up.  How much is a replacement vavle?

Good news! Tonight I found a split vacuum hose going to the modulator.  New hose fixed shifting problems.  No need to mess with the TV valve.

Sometimes you get lucky, at least temporarily.  Good transmission news was promptly nullified when I pulled the carpet on my new acquisition and found daylight at the rear seat belt attachment on the floor, both sides. I had been amazed that there was almost no rocker panel or lower door rust like most of the units I had looked at.  Oh well, it could be worse.

Who uses the rear seat anyway. 

Good point, but the holes were about 8 inches square and were letting water in which was rotting the carpet and rusting the floor in other places.  All fixed now with creative sheetmetal patch work and lots of Rust Reformer.

Did you take any shots of the repair work?

Haven't done that yet.  Not too technical, however.  Used 16 ga sheet to cover the hole, 2x2 angle iron and bolted it all through the floor with 1/4-20 nuts, bolts and fender washers to try and get back some structural strength.  Angle is 2 feet long to get some purchase on sound sheet metal to provide solid anchor for rear seal belt anchorage. Probably not up to NHTSA standards but a lot better than when I started - seat belt anchor was only retained by the trim panel.
