Okay just checked the FSM.  on the front of the throttle body, there is a screw that is covered with a plug.  it is just above and left of the TPS(left looking at it, actually toward the passenger side).  I would try it either way, but remember what it was.  see if that helps.

Yeah I have 2" exhaust with no cat if that helps any? Im getting so damn frustrated with this! I just don't understand why this would just now start doing this after I put a brand new whole exhaust set up?

Well fellas... you will never guess what it was... Its was the TPS it was loose and only had one screw in it the other one was completely missing. It still kinda idles funny. But the surging RPMs have stopped! Nice call Don! Also Is there a way the TPS is supposed to be aligned?

Well weird things do happen. Interesting coincidence.  Well now go back and adjust timing now since you got that tps fixed.
