Short somewhere?

Okay, this is a long shot that anyone will be able to help me, but...

The headlights only work when the key is off, the driver turn signal works, and the pass stays on all the time.  The parking lights never turn off.  Maybe ignition switch?  The horn and windshield washer also doesn't work.

maybe multiple bulbs are out? idk sorry if not im just thinking...

It sounds like a short or someone re-did a large section of the wiring poorly.  I would start with checking the voltage on the fuse block and move up the wiring diagram from there.

Check all the ground connectors, the black wires screwed to the body
not the battery connection, there are at least 3 I can think of, one in the front
by the lights and one in the rear under the drivers side tail light, and another
in the engine compartment at the distributor housing, but that is for the computer

keep an eye out for other connections as well, ground issues on these cars cause
really strange things to happen, like when I turned on the right signal, my wipers
would come on  :o

It sounds like a ground problem to me also, you may have a bad headlight switch. The headlights have power all the time. when you turn the switch to the parking light it powers them when you turn it to head lights it closes the circuit to ground for the headlights, if we are talking about a samurai

The previous owner put in a headlight switch from another vehicle and the problem didn't change.  I suppose he may have got one with the same problem.  I checked and cleaned all the grounds.

if you unplug the headl;ight switch do the parking lights go out ? it could be the hazard switch

don't know if you got it fixed or not but I had another thought
start at the top of the fuse panel
Try taking out one fuse at a time and see if the lights go out if they don't put that fuse back and try the next one in line that way you could locate the circuit the short is on and trace it from there
