Power steering

I have 91 tracker with power steering. The problem is that the power steering doesn't work when I first start the engine. Once I turn the steering wheel full lock to full lock it will start to work.  Anyone have any ideas?

Checked the fluid level?
The usual stuff, and 2nd generation Air to liquid intercooled TURBOCHARGER

Check the belt tension too
