31's will fit but they will hit on the wheel well unless you do the following:
Put extended bump stops on to limit up travel or maybe a 2" body lift. You will have to work out the best wheel offset too. And like SJ416 said - maybe a little guard "adjustment"
I believe that the 2" reverse shackle kit will make wheel rub even worse because the wheel now moves backwards and not forwards like a standard setup - they are a really good kit though so do not be put off by a little extra work to get things to fit.
I have done it on a SJ413 that had only a 2" lift but I had to run the right wheel offset and the tyres still rubbed - just.
