Stock Carb Question

so i have a question on a stock carb on my sammy.  engine starts and runs fine when its warm ouside.  when it gets cool or if it rains the engine like falls on its face when climbing a small hill.   The other night it died and wont restart right away.  it seems when it is pointed up hill it doesn't get any fuel
once my friend pulled me up and over the hill it started up and ran fine???  I searshed else where and found a fix for a pipe thing that goes in carb hole.  it was like 26 bucks and so i got it, installed but still did not help.  ANything else I can check or adjust?  My fuel pressue is fine-new fuel pump. 
And I know I got enough gas in tank.   :)  Ran about 5 tanks and still does it  Any help would be awesome!  I know very little about carbs and my sammy's carb has a lot of foreign opjects on it   ;D  thanks guys!

Maybe the float? There is a sight glass on the front of the carb. You could check it when in dies.
