I ended up using a sawzall, and another A arm.  Soak and wait, beat & bash, then replace what is left.  I do not have hardly any rust on my Tracker, but the bolt on one side was stuck solid.

Well, my tracker is called "the rusty Mongoose", so after reading your post I decided to bust out the cut-off wheel and cut the bolts out. Ordered new bushings($20.00 each). Thanks for the info BRD HNTR!

I cannot get the a-arm bolts(the ones that will move outward) out to move them >:( I started soaking them with penetrating oil a few days ago. I can turn them with a socket and a breaker bar, but they will not come out. I've been pounding on them with a brass bar and hammer, but no luck. I'm afraid to use heat as to not damage the rubber bushings. How did you guys get thoes bolts out?

The bolts have siezed within the center bushing due to corrosion. This is to be expected anywheres but the southwest, LOL

I usually torch the arms out and replace the bushings at that point. I have never seen any penetrating oil like PB-Blaster succedd in breaking the galvanic corrosion down. When any moisture gets between the bolt and center bushing, the plain steel bushing and galvanic coated bolt create a electrical charge and the galvanized coating actually bonds to both surfaces(just like applying chrome coating) basically welding the parts together.

Anti-sieze is your best friend during reinstall!!!!!!!!!!!!!!!

Changing the bushings isn't fun w/o a press, but it can be done.  Remember that you tighten the A-arms after it is setting on its wheels under weight.  Otherwise the rubber in bushing is always setting under tension.

I have done poly inserts without a press to remove the old bushings, drill/torch the rubber enough to remove the center bushing and use a hack saw to cut the outer bushing shell, not an easy job at all, and installing new factory bushings without a press is even harder.
