1.6L 8v to 1.6L 16v

How difficult would swapping out my 8v and putting in a 16v? I assume that I'd have to use the electronics and wiring stuff from the 16v, but will the engine bolt up to my 1991 5speed?

Yes, but you may want to get the bell housing that came with the 16 valve, and any bracketry.  Over the years, they beefed up the bell housing.

The tranny is the same, the bell housing is NOT.
