Then no, not really.  A K&N filter will give you a bit faster throttle response, a few people here run the timing advanced 2 degrees ahead of stock, depending on the motor it will run better that way.  My original motor did not, the JDM one does.

A new exhaust will help it breath a bit more, but there isn't to much more that can be done without stepping up and spending some cash.

I wasn't trying to be a smartass, but without spending a few bucks there's really not much to do as far as gaining a few HP. The most common mods are header, 2" exhaust all the way including cat, and good cleanable air filter such as Drone mentioned. For what you'd spend on all that you won't gain much, maybe 5 hp but once again like Drone mentioned throttle response is much better and your fuel econemy may benefit a little. For what it's worth the 3 hundred it would cost to do all that will go a long way in buying gas.

I have a 98' Sidekick as well and put on a set of 31's(actually 30" at 28psi and 29" at trail pressures). Slightly doggy and 5th was useless on any incline at all. I started doing tuneup maintenance, plugs, oil/filter, and a air filter. The performance increased slightly, popped a P0400 and cleaned the EGR port directly behind the TB and while I was doing that I noticed the PCV rubber bushing/gasket was leaking oil a little. I replaced the gasket and put in a new PCV valve and there was a noticable power increase in 5th gear.

Sure a good tuneup will help but what you may need to do is throw some gears into your rig. Are you driving a Sidekick or Samurai?
