Plugged Fuel filter, water in fuel, and if it's below freezing the water
trapped in the filter could be a problem when frozen solid.
If that checks out, check the fuel pressure at the rail, and are there any
check engine lights on? this will tell you if there is a bad part in the Fuel Injection
system, like a bad O2 sensor or other parts.
In fact, check the fuel pressure first, this will tell you if it's the problem, then
you can try to fix it cheaply with a filter first, then work towards the stuff like
the pressure regulator or other parts if the Check Engine light is on and saying
they are bad
