I've heard of people using rust inhibitor and then covering the hole with duct tape followed by a thick layer of bed liner material.  However, if it's anywhere near the seatbelt bolts I would recommend an all-steel repair since a life could depend on it.  HTH.

I would definitley cut out all the body rot and weld new material in. You can buy nuts and weld those back in for the seat belts, at least that's what I did.
I have my kids riding back there so I wanted everything good and strong.

I have no rust even close to the seat belt holes. It was all on the bed right under them.So I cut out the rust put some sheet metal down and riveted the metal down. Then I caked the s--t out of it inside and out with some black tar under coating.I also used the rust inhibitor.
