To get the best info to you, you are gonna need to give much much more info on your rig. These guys/gals here are great but they don't read minds.

That Exo is adding a lot of weight, one reason it is probably so tippy.  Stiffer shocks will help to a point, but you might need stiffer springs as well.  Putting a sway bar back on the front will also help a lot in reducing the body roll.

I would try and find a front sway bar first, see how that helps, and go from there.

How did they rig up the high steer?  If it is just welded onto the kingpin it will need to be replaced, the bolts just aren't strong enough on the SJ.  It needs to be braced off the caliper mount.

This is going to be difficult without pics... But here goes.
First : Mount your rear shocks to the axle.
As to the high steer.: I,m not a fan of the Mercedes style high steer conversion. I never liked the idea of pulling my steering arms every time I service my callipers. (JUST ME) Having sed that . Thea do work well and I have seen few failiers...
 I went this way:

It allows for calliper service without disturbing the steering arms. Yes it's a modified version of the Toyota high steer design.
By picking up the origanal steering arm, breakage is not an issue.
 Gives plenty of clearance.

Sway bars will stabilize your ride a bunch. You can modify the rear stock mounts (to clear your steering) by fabricating drop links.
And in the rear you can use an aftermarket CJ 5 rear sway bar kit from Quadratech. Fits pretty well.
This will effect your articulation in a negative  way. You can negate this effect with disconnects......
Then : Make sure your caster angle (front axle) is between 3 and 5 degrees.....
Last: Check and replace as needed. All your spring bushings and ball joints.......Boxcar...
