In short, is it time for a new tranny?

Gotta rev it up high to get it to engage into reverse (AT), forward gears seem fine.  Other issues, a clunk when slowing down and tranny down shifts. ('96 Kicker JX 1.6 L)

If the fluid is at the proper level, then I'd say it is new tranny time.
If the fluid looks kinda dirty or discolored, then you could try doing a thorough tranny flush and change the filter and see if that fixes the problem.
