I have an 87 samurai with a 1.3L 8V, 40mm harley myside kit, doug thorley headers, and 2" from behind the cat and back along with an aero turbine muffler.  My problem is that my cat isnt heating up and working like it should so I can pass emissions. Can I just go with any universal one like the one at the link below?

It should do the job, unless you are in California, but then again,
if you were in Cal you wouldn't pass smog with a Harley carb either

well my county in utah is super tight. I am just a hair short from passing the sniff test and my buddy said that the cat was bad. My county wont pass me without the original equipment on it even if I pass the sniff test(they check under the hood and everything) so I need to find someplace that I can go and have someone pass me. I also need to call my and ask him again what size jets he would recommend for utah, called him once but my son ripped my paper and ate it. I think if I jet it down also it would get closer to the emissions.  I sure with I could register this using my parents address in oregon so I wouldnt have to do safety or emissions but I think I would have to get my drivers license there and send my mail there I think.
