PA laws regarding gas cans?

I want to mount a steel Gerry can to the back of my kick, but I'm not having much luck finding out the laws concerning it. Is it street legal in PA to have a gerry can mounted on the tailgate?

Here in the Peoples republic of Kalifornia, I see heeps and samurais with them mounted on the rear bumper or tailgate, and california is one of the most nazi states when it comes to gas cans, because the only gas cans sold here are the special EPA ones that have this stupid vapor recovery spout that doesnt fit in most gas tank openings. I am assuming it is legal ???.
Runnin' it stock with 225/75R15s and an unmodified 8valve TBI motor (I need a doug thoroley header and a cam) (more power) (1.6 liters of madness) (vroom + sewing machine sounds)

Well, after searching through numerous PA DMV web pages, I gave up and called 2 local State Police Barracks to ask them... The first one said they didn't know and gave me an 800 number to the automated license renewal center(he said they would know, but the was no way to get to talk to a human... ::)). The second barracks looked it up and said there was nothing in the vehicle code about it, but to be sure I should talk to an inspection mechanic... Knowing some of the local inspection mechanics around here, they wouldn't even notice it on the tailgate... ::) Oh well... I hate to try to get away with it just because the police don't know if it's legal or not...
