Title: Not enough power

I have an 88 Samurai,it's totally stock except for a K&N air filter. It runs great in town but on the freeway it can't maintain 65mph except going downhill. I've tuned it up and it just passed a smog test ok. Any ideas other than a bigger motor ?

 Header and 2" exhaust with a free flowing cat. You'd be amazed how much it will help.
If you want a bigger motor do a spring over and put in a 1.6 8v or 16v. The 16v is a rocket in a smaller tired sammy! The 8v is a decent upgrade with much needed torque and horsepower over the 1.3. The 8v is a very easy swap, you can keep it carburated.

If it's carbed there's one word..........WEBER.........
I put the kit on my 87 3 weeks ago and WOW :o.
Absolutely could not believe the difference that made.

Don't for get the factory recall on the exhaust down pipe that is double walled and collapses, mine was about the size of a small felt tip pen on the inside.

Ok I'll check the header pipe, would like to put a Weber on but is not smog legal in California. Thanks

You could pull off the little black round thing that is in the middle of one of the vacuum lines that goes to your secondaries and just put in a new longer piece of hose in it's place. it's about the size of a quarter, your mileage may go down a little if you floor it alot but you will get a lot more power. ( take a look at the exhaust first, put your finger just below the exhaust manifold flange on the pipe and see if you can feel the pipe necking down in size a little going into the cast iron part of the manifold, if it does you  prob. need to replace the down pipe, make sure is cold ;D )

 Sad part is, the Weber, if jetted right and setup with the factory air cleaner box, we have emissions tests here, we pass with that setup with flying colors. Sad, huh?
