I'm trouble shooting a problem from 2000 miles away...If a torque converter lets go while driving down the road, would it have the ability to lock up in a way that it would also lock the engine up?

Normally No, a TC is bolted to the flywheel just like a clutch.
However, if it blew it may have something sticking out that jammed against the case causing a lockup.
