ignition wires, distributor cap and rotor and new plugs.  fuel filter should not inhibit you from reving it high in neutral.   Fuel filter would cause driving issues like no power in the upper rpm rangefirst, then slowwly as it gets more clogged, you'll have less and less power.  but in neutral, you should still be able to rev it to redline, should be enough fuel in the carb for that or wouldnt start

i checked cap and button thay are fine i have new plugs and i can rev to 41/2 rpms no problem now i think it is the 4 fuses under the hood thay are getting wet  can you clean the fuel filter with injector cleaner if elect part get wet will thay work right.

go to an electronics store, get a can of compressed air and non-silicone contact cleaner.    you can blow it out and spray it with cleaner to get any residue of water out.

I still say its elctrical.   did you take the black cover off inside the distributor and check for water underneath?

under the cap there is another removable black cover, gotta take the rotor off first.  under that is the pickup signal.
