I shouldn't think that it will work any better than the usual resistor scam. The IC that they show in the pic is a standard logic IC and wouldn't interface to the IAT signal so thats obviously not the real PCB. There is in any case a limit to how far you can tweak the IAC signal. The ECU monitors this signal against a host of other parameters, if it detects anything awry then it will flag a CEL and revert to limp mode.
