Whats an HIC valve?

My samurai had no intake on it when i bought it. I put a snorkel on it with a stock intake except for the cover over the carb.I just ran a piece of tubing over the carb and hose clamped it on. There was a vacuum line that went to the HIC valve on the original cover but it is now capped off at the intake. Could this create a problem.

The HIC valve is the Hot Idle Compensater, it opens when the engine heat in the air intake exceeds 131 degrees F. This creates controlled vacuum leak which leans out the fuel/air mixture and stabilizes idle. I don't know that disconnecting it would do any harm but it you have a rough idle when its hot this may be the reason why.
