I would say add a power steering cooler to your system. That might help you out, keep the whining and lose of power down.
Toyota power steering is a very common thing to add to Samurais. Its one of the best upgrades you can do for your steering. It will handle large tires and its tough as nails. The box can also be drilled and tapped for hydro assist very easily.
You just need to find an 86+ Toyota power steering setup.
Drill, sleeve, and plate the frame. Make or buy a pump bracket, and get some hoses made up. Add a cooler if you would like.
I have it on my rig, have no complaints. Can steer with my pinkie.
