Your cars are OBD-I then, they only need one O2 sensor before the cats.  If one was a 96+ it'd have two or more o2 sensors.

You'd be surprised, a lot of makers put two cats or one cat and one resonator in there.  All in an effort to "keep the exhaust clean."
