If you have access to the equipment get em blasted (bead is probably sufficient to get the old stuff off).

Gives a nice somewhat rough but even finish for the paint to adhere to.

Or just sand em down as best you can, clean em with brake cleaner to get any oily residues they might have off em and rattlecan em if the other option is more expensive than you like.

I got 4 rims sandblasted clean for $40, then used Rust-o-leum Hammercoat paint.  That stuff works great for rims, rocksliders, bumpers,etc.  It's pretty tough, and you can do touch up work really easily.  It comes in spray cans and quarts, and is available at Wal-Mart.

I vote for the spray on bead liner stuff.  That's what a lot of people arond here do.  It holds up good and is a little textured so tuch-ups don't show up.

Once a year, I repaint my stock steel rims with 3 coats of silver rattlecan high heat paint. I wash them with soap and water and wait until their dry.  I then sand off the old flaky paint, sand off the rusty areas, tape the sidewalls as to not spray them and away I go.    A lot of people think I've bought new wheels or something. :)
