1998 X/90 No Power HELP!

I just bought a 1998 X/90,automatic transmission with 50K miles on it.It is stock.It has no power,a real dog.Going up hill I can hardly get it to 45 MPH.On a flat road top speed is around 60 MPH.Burns no oil.It runs fine,does not miss,just has NO POWER.What is the problem.HELP!

clogged catalytic converter...?

Have somebody give it gas while you feel the exhaust pressure/output? Drop cat and shine light thru. (tune it up)

The tranny does kickdown.The dealer that I bought it from said that it has been sitting covered up in a barn for some time.The exhaust has a leak.I can not tell if it has a cracked exhaust manifold or if it is in the exhaust system.The dealership told me that they relaced fuel lines before they sold it to me.

no check engine light ? is it in "safe" mode ?
93 4dr Kick, stock, + 95 4dr W/TTough kit, Toy axles, 4.24 xfercase gears, 5.71 gears, Ramsey 9500 winch, twin stick xfercase, 33" BFG's
97, 4dr with a 2" lift (needs an engine re-build)

 Without any history, replacing timing belt and doing a tuneup is what I would start with.
93 Tracker,XL7 springs & 1" raised spring pads in front with YJ springs in back, home built bumpers rear & front (w/winch), 2" x 4" rock tubes,  ARB front & rear, converted Sami rear to IFS, 33x12.5x15  aluminum rims, roll cage, 2.7L w/5 speed auto.

The exhaust leak could be a cracked mani, I had to deal with that issue, fuel mileage went to crap, 7mpg, and she felt real doggy. I replaced the mani and downpipe with a header and that greatly helped, but she still felt held back, replaced the cat and all the power was back with decent mileage again.

The cracks in the mani introduces fresh air prior to the o2 sensor which then interputts that as ultra lean running and dumps fuel into the engine trying to correct the lean condition, and all that unburned fuel will degrade the cat eventually.

Just talked to the guy working on it.He said the harmonic balancer is tight.Does this mean the keyway on the crankshaft connecting the timing pulley is screwed up?

The cat is rusted out and leaks.I bought a header and a new muffler and cat and will replace the complete exhaust system.I will also have them replace plugs,wires rotor and cap.

If it is tight then there isnt an issue with the keyway.

My guess is the timing is off.  Either the crank to cam timing, or the cam to distributor timing.
It was sitting in a barn for a reason.  Maybe the previous owner had replaced the timing belt and got it a tooth off, it ran like crap, so they just parked it.
Did it come with any warranty from the dealer?  If so, I would tell them to fix the problem, because it obviously doesn't run right. 
Did it run this way when you bought it?  If so, why did you buy it with it running like crap?  If you got a smoking deal on it, then that would be ok....but I am guessing since you bought it from a dealer, then you didn't get a smoking deal.

The dealership told me that they relaced fuel lines before they sold it to me.

Look under it, on the inside of the passengers side framerail is where the fuel lines run.  Look to see if the large line looks like it is new.  If it isn't, then they lied and didn't replace the fuel line.
