Best way to repair the damage is to strengthen the frame portion if it's necessary. Take 1/4" plate to fit inside the frame horn. Then I'd add a GM hook which uses 3/8" or bigger bolts. I had a set on the frame horns of my Bronco (6000+#'s). Never had a problem. I removed them to add an ARB bumper.

Ya if you have access to a welder, or know someone who has one, its an easy fix.

Just take a piece of plate and weld it behind the frame where the tow hook got ripped off. (this will add support just incase the frame go t damaged by the explosion)  then take a pieces of steel solid core and bend it into a loop then but weld the ends onto the frame.

Or you can do something fancy like WildGoody's D-rings there.  Or you can make a bracket that you can slide a shackle shaft through and just hang a shackle on there.
