Cold Start problem

Now that it has gotten cold around here (below 20F), my sidekick 1.6 8v does not want to start without me pushing the gas a little.  I do realize this does nothing other than open the throttle plate to let air in, but that seems to be what it needs.  Otherwise it will just spin and never fire. Once I push the gas a little, it starts and runs rough for a few seconds idles high and slows to normal once it is been running for a bit (which is normal as per my experience) and does fine. 

So there is a cold air valve somewhere that I assume is obviously not working, just not sure where to look.  Help?

There is a "kicker" that opens the throttle,
look on the back side of the TBI, small can
with a bolt looking thing sticking out of it.
