Which brake light are you referring to?

The ones on the back of the car?  Those are controlled by a switch above the brake pedal
The idiot light on the dash?  You probably have a short (a pinched wire) somewhere or low brake fluid (some vehicles have a float switch in the MC wired to the same light).

I think the e-brake light requires the switch in the ebrake to be grounded instead of unplugged.

Since you don't have your brakes installed yet it might be the pressure switch in your brake master cylinder.
