Hi, so I just got a great little samurai tintop, and so far i love it, but it's stock. 
So I have $1600 to spend to trick it out.


I have limited car and mechanical experience so I would have a shop doing most of the mods. (so factor in labor costs)


I was thinking of getting the Calmini 3.5 suspension lift,

After that If I have any money left i wanted to get a safari rack

Does anyone have an estimate on how much this will cost?

also, will my top speed go down any. Right now I max out at about 64 on flats (is this bad)
How much slower will i go with the lift and bigger tires. This is my daily driver so I need to go atleast 60.

if you can loosen or tighten a bolt and read you can install the lift-kit.  besides thats half the fun .  you can say  HEY I DID IT MYSELF

I have a 94 thats currently sitting on 30's and has had 31's before. I also have the 3" spring lift. You can do the lift yourself... just read, take your time, and have fun. with little to no experience it'll take about four hours.  As far as gearing goes, my sammy is a dd and i haven't geared it down and 70 has been no issue. (Even with the 31's) However, if you want to crawl still then gears gears gears. and the tires will run you about 550 to 600 if you order them online

Agree 100%.  You're only partially enjoying the truck if you're letting paying someone else to do the work.  Put some of the money you'll save on labor into some basic tools...and band aids... and roll up your sleeves.  Your hair will grow back, you'll get smarter, you'll feel more length and girth, and supermodels will attack you in elevators.  AND you won't be a poseur.

Not to mention using a shop will double the cost of anything you buy, if not more.  Shop time is expensive. 

I would go with the tires first, then decide if you need the lower gears.  If you are already pushing it, like Bash said prepare to drop gears.  I would go with a 4:1 transfer case, as it gives you the lower high range as well as dropping the low range for Crawling.
