Replacing the donut

'96 Tracker 1.6 16V 5spd...  The nuts on the exhaust flange ahead of the "cat" are rusted solid.  I need to replace the donut, and even PB Blaster doesn't seem to help.   Are those bolts that can just be cut and replaced, or are they studs that would have to be drilled out?

They are studs I think, spray and repeat, drive in between time, the
heat might work with the PB to get them off
